NATIONAL CONSULTANCY ANNOUNCEMENT

The Mongolia Country Office of the United Nations Population Fund (UNFPA), an international development agency, is inviting prospective individuals to provide consultancy services.

National consultant for providing technical assistance

Duration

The consultancy period will be over 3 months in 2018, following the same office hours as UNFPA Country Office (CO).

Deadline date:

21 September 2018, 10:00 am hours Ulaanbaatar time

The purpose of this consultancy is to provide technical assistance for determining the baseline value for the following indicators, and conduct the relevant costing for:

  • 1) Government of Mongolia and UNFPA’s Sixth Country Programme Output indicator 3.1 “the percentage of the national budget allocated for youth policies and programmes”, and
  • 2) “Integrated Support Programme for Women and Young People’s Health” Outcome indicator 5.1 “percentage of budget allocation for youth development in Umnugobi province”.
  • 3) Percentage of government budget for sexual and reproductive health services allocated for women’s, adolescents and youth services in Umnugobi province.

Key deliverables:

  • Inception report including methodology for estimating government budget allocations for youth development by 15 October 2018.
  • Draft estimations as per above by 25 November 2018.
  • Draft report by 10 December 2018
  • Final Report by 20 December 2018

Education

  • Post-graduate degree in economics (especially health economics or macroeconomics) in particular with a focus on youth development and adolescent and youth health services, and/or related fields.

Experience

  1. At least 7 years of progressively professional work in public administration, youth development, social work, public health and or/related field;
  2. Proven track record of conducting costing exercises and budget estimations;
  3. Knowledge on youth issues, including sexual and reproductive health, is required;
  4. Experience working with the UN system, including UNFPA as an added advantage;
  5. Exposure to Umnugobi development context as an added advantage; and
  6. Experience working in complex, multi-stakeholder environments.

Language
1. Fluency in Mongolian and English (reading, writing, speaking)
Competencies

  1. High-level understanding of budget issues for youth development and youth-oriented services, including sexual and reproductive health;
  2. High level understanding of the human rights-based approach;
  3. Excellent skills in research, advocacy, and facilitation of consultations;
  4. Ability to work under pressure and adhere to strict timelines.
