The Ministry of Health Approves Mongolia’s First-Ever Midwifery Development Action Plan 2030

On July 9, 2025, the Ministry of Health officially approved the Midwifery Development Action Plan 2030 (Decree A/264) — a major step forward in empowering midwives as independent, fully recognized professionals ready to serve communities across the country.

Since May 2024, UNFPA has supported the development of this plan by aligning global strategies with national realities — ensuring strong technical guidance, high-level advocacy, and meaningful stakeholder participation at every step.

The implementation of this strategy sets a clear course for reducing preventable maternal and newborn deaths, expanding access to family planning for all, and ending violence against women and girls — all in line with Mongolia’s Sustainable Development Goals and Long-Term Vision 2050.

UNFPA extends its sincere thanks to the Mongolian Federation of Obstetricians and Gynecologists, the Mongolian Midwives Association, the Center for Health Development, and the more than 300 midwives whose voices shaped this milestone strategy.

This Action Plan will guide the future of midwifery in Mongolia. UNFPA calls on the Ministry of Health to ensure adequate resource allocation for its successful implementation. The plan also opens new opportunities for partnerships with development partners and donors committed to advancing maternal and newborn health, gender equality, and universal access to reproductive health services.
